About Us

The National Institute on Educational Governance, Finance, Policymaking, and Management is part of the Office of Educational Research and Improvement (OERI) in the U.S. Department of Education. The Institute was created by the Education Research, Development, Dissemination, and Improvement Act of 1994. The Institute's purpose is to

"...carry out a coordinated and comprehensive program of research and development to provide bipartisan, research-based leadership to the United States as it seeks to improve student achievement through school restructuring and reform. [The] program shall undertake research necessary to provide a sound basis from which to identify, develop and evaluate approaches in elementary and secondary school governance, finance, Policymaking and management at the State, local, tribal, school building and classroom level which promise to improve educational equity and excellence... (Sec.931(g))."

Mission

The mission of this Institute is to provide national leadership and support to develop and disseminate information that helps guide the design and implementation of effective governance strategies, coherent policy formation, reasonable management decisions, and equitable finance allocations that will support high-levels of learning by all students.

The legislation authorizes the Institute to:

• support research directly and through contracts;

• design and manage grants to operate national research and development centers;

• support field-initiated studies;

• provide technical assistance;

• create a senior fellows program in the Institute; and

• award dissertation grants and fellowships to support graduate study by minorities.
