Project #8111: Middle Grades Studies of Language Minority and Limited English Proficient Students

Project Description: Middle Grades Studies of Language Minority and Limited English Proficient Students will provide baseline data on the educational experiences of language minority/LEP students in the middle grades. Analyses focused on the relationship between language, SES, and in-school and out-of-school factors relevant to language minority/LEP middle grade students.

A survey of state bilingual education directors was completed as well as a second survey conducted to verify the timeliness of the issues. The project has been completed.

Statement of Finding(s): The surveys provide insight into the kinds of issues and concerns that merit in-depth analysis and action at the local, state, and federal levels.

Description of Finding(s): Concerns raised in both surveys included the need to provide LEP students with access to the core curriculum, the need for instructional models that will be effective for students who lack literacy in their native language, the need to provide instructional approaches that are effective for LEP students in rural areas, the need for counseling services, and the need for schools to use content-based ESL. Promising practices noted in the surveys included team-teaching, parent outreach programs, interactive technology, and use of Temporary Emergency Teaching Certificates for people who are bilingual and have content knowledge but do not have certification.
