New Deputy Chief Information Officer Begins At ED
A new deputy chief information officer (DCIO) for the Department of Education, Rick Miller, was sworn in on Friday, September 1. Miller, who comes to us with 25 years of information systems and management experience, will serve as principal DCIO and lead our Information Technology division. In his career, Miller acquired extensive experience managing political issues, change-management concerns and enterprise-wide technical issues, and in migrating diverse corporate IT legacy environments to integrated information infrastructures. He has held leadership roles as chief information officer (CIO), program manager, vice president and senior consultant. Most recently, Miller worked as senior vice president for Electrolux North America in Augusta, Georgia. "The Department of Education is elated to have recruited such an outstanding candidate from private industry, and we look forward to the contributions that Rick can bring, particularly in national operations and customer service," said CIO Craig Luigart. "Miller will serve as my principal deputy and manage the information systems portion of the Department's efforts as well." The DCIO for Information Technology will provide expert technical support to the CIO on all matters related to enterprise-wide network information systems. This includes information systems architecture, network and telecommunications design and operations, configuration management and IT/IM contract management. He will report directly to the CIO. In his position as senior vice president for Electrolux, Miller managed 120 development and operations staff members, and oversaw a $45 million annual budget. Prior to that, Miller worked as senior consultant for Ryder Integrated Logistics in Georgia, where he provided IT systems design and implementation expertise with a focus on using e-commerce technology to solve business issues via the Internet. As vice president of IT Operations for Simione Central in Atlanta, Miller led the IT division as Simione Central expanded from a privately held, venture capital start-up to a public company with gross revenues in excess of $50 million in less than 18 months. He also was directly responsible for developing and implementing corporate IT standards and strategies at Simione Central. Miller's other accomplishments include managing the development of a $6 million IT system for the Department of Defense.
