School Districts Receive $38 Million in Crisis Planning Grants

U.S. Secretary of Education Rod Paige today announced that 134 school districts in 39 states will share approximately $38 million in grants to improve and strengthen emergency response and crisis management plans.

The Emergency Response and Crisis Management program provides funds to help local education agencies prepare, respond and recover from crises. Funds can be used to train school personnel, parents and students in crisis response; coordinate with local emergency responders, including fire and police; purchase equipment; and coordinate with groups and organizations responsible for recovery issues, such as health and mental health agencies.

"The first responsibility we have to our students is to make sure their schools are safe, and the best time to get prepared for an emergency is before a crisis happens," Secretary Paige said. "These grants will help school districts across the country strengthen and enhance their readiness levels, including more training for staff and better coordination with local officials. Working as a team, we can ensure the safety of our children, teachers and school administrators."

As part of President Bush's sweeping education reform law, No Child Left Behind, local school districts must provide assurances that they have plans that outline how they are working to keep their schools safe and drug free.

The Department of Education has been working with other federal agencies on a number of school safety initiatives, including a new program to help school administrators and state and local public safety officials better prepare for bomb threats against the nation's schools.

The program, developed by the Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) features an interactive CD-ROM, "Bomb Threat Response: An Interactive Planning Tool for Schools," and includes staff training presentations and implementation resources. The CD-ROM will be distributed to state and local law enforcement agencies, public schools and other first responders.

School administrators and public safety officials may obtain copies of the CD-ROM and more information at www.threatplan.org.

In March, Secretary Paige joined Homeland Security Secretary Tom Ridge to announce the availability of the grants and also unveiled the Department of Education's new web resource--www.ed.gov/emergencyplan--a one-stop-shop to help school officials plan for any emergency, including natural disasters, violent incidents and terrorist acts.
