U.S. Under Secretary of Education Martha Kanter will participate in the University of Pennsylvania's David and Lyn Silfen University Forum on Friday, April 5, in Philadelphia. During the forum, titled "Open Learning and the Future of Higher Education," Kanter, along with other higher education experts, will explore Web-based teaching and online learning, and what these pedagogies may have in store for higher education. During her panel remarks, Kanter will outline the importance of innovative new technologies in achieving President Obama's efforts to ensure that by 2020 the United States once again has the highest proportion of college graduates in the world.

Kanter also will highlight the Department's recent actions to support the development, implementation and expansion of new online programs and its ongoing work with the U.S. Department of Labor through the Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant program. The grants are administered by the Labor Department, in coordination with the Department, to help increase the number of workers who attain degrees, certificates and other industry-recognized credentials. The program underscores the President's commitment to help every American have at least one year of postsecondary education.

In addition, Kanter will discuss the Department's work with the international community through the Organization for Economic Cooperation and Development to support the use of open educational resources to help guarantee universal access to high-quality postsecondary programs.
