U.S. Secretary of Education Arne Duncan will deliver a major speech on education reform and announce the Race to the Top finalists Tuesday, at the National Press Club in Washington, D.C. Secretary Duncan will also hold a conference call with reporters at 2:15 p.m., following the speech.
