Voluntary National Tests

In his State of the Union Address on February 4, 1997, President Clinton proposed voluntary national tests in 4th grade reading and 8th grade mathematics. On November 13, 1997, the President signed into law a bipartisan agreement on the tests. The Labor-HHS-Education appropriations bill for fiscal year 1998, P.L. 105-78, gives the National Assessment Governing Board (NAGB) exclusive authority over the tests. As directed by the bill, NAGB is developing the tests, and the National Academy of Sciences is conducting studies on the tests.
