"Improving Teacher Quality: Shaping the Profession that Shapes America's Future"

Tuesday, April 20, 1999 8:00-9:00 p.m. (ET)

Every child needs -- and deserves - dedicated, outstanding teachers who know their subject matter, are effectively educated, and know how to teach to high standards and to make learning come alive for students. Increasingly, educators and policy makers are concluding that student achievement depends on teacher quality.

Around the nation, state and local leaders are rethinking the way that teachers are prepared and supported for their work in the classroom. Achieving this goal takes a comprehensive vision that includes everything -- teacher recruitment, preparation, certification and licensing, professional development, rewards and recognition, and more.

The April Satellite Town Meeting will focus on the policies and practices needed to assure that a well-qualified teacher leads every classroom. Secretary Riley and his guests will offer practical advice and ideas on:

  • What do states and districts need to create comprehensive policies and plans to improve teacher quality? What are the first steps?
  • In what ways can teachers be involved in improving the quality of the profession?
  • How will the impending shortage of teachers affect the desire to improve quality? Why is emergency licensing — i.e., to get "warm bodies" in the classroom — not a good option?
  • In what ways should good teachers be rewarded, including competitive salaries and recognition?
  • How can community organizations encourage and support teacher quality?

The April Town Meeting Guests are:

  • Ms. Ruth Ann McKenna, Superintendent, New Haven Unified School District, Union City, California

  • Mr. Ford Morishita, Teacher, Clackamas High School, Milwaukie, Oregon

  • Dr. G. Thomas Houlihan, President/CEO, North Carolina Partnership for Excellence, Inc, Smithfield, North Carolina

  • Ms. Charmaine Tourse, Teacher, Dolan Middle School, Stamford, Connecticut
