  • Teaching to High Standards State Grants and National Programs build on the former Eisenhower Professional Development State Grants Program and Goals 2000 State and Local Education Systemic Improvement, neither of which is funded in the President's 2001 budget request.

  • The President's proposed School Renovation program would provide $1.3 billion to help school districts repair or renovate their schools, including $50 million in grants to Indian school districts, $125 million in grants to other high-need districts, and $1.125 billion to subsidize an estimated $6.5 billion in 7-year, no- interest loans. In addition to this program, the President is proposing nearly $25 billion in tax credit bonds over two years to modernize up to 6,000 schools.

    NOTE: Totals do not include $20.96 billion in student financial aid available in fiscal year 2000 through the Federal Family Education Loan Program, up $4.97 billion from fiscal year 1993, or $10.6 billion available in fiscal year 2000 through the Federal Direct Student Loan Program, created in 1993. Nor do they include financial aid available through Hope Scholarships and the Lifetime Learning tax credit, enacted in 1997. In fiscal year 2000,Hope Scholarships and the Lifetime Learning tax credit will provide $7.3 billion in tax relief for low- and middle-income families paying for higher education.
