• early identification of reading difficulties and participation in effective intervention programs

• additional instructional services in supplementary reading programs should be provided in the first grade.

  • instruction should be provided by a well-qualified reading specialist who has demonstrated the ability to produce high levels of student achievement in reading
  • materials and instructional techniques should be provided that are well integrated with ongoing excellent classroom instruction and are consistent those presented in earlier opportunities
