How Maryland is implementing the research findings in the National Research Council Report, "Preventing Reading Difficulties in Young Children."
Since April 1997, the Maryland Task Force on Reading has studied research and best practices related to improving reading instruction and student reading performance. The final report of the Task Force will include Principles for Effective Teaching of Reading, K-12. The work of the National Research Council is reflected in the elementary principles.
The Maryland State Board of Education passed in July 1998 regulations requiring 12 credits of reading for all elementary teachers and 6 credits in reading for all secondary teachers. These COMAR requirements provide a list of topics which should be included in courses.
