Our participation in the America Reads/Counts program will begin September 28, 1999. Our institution is primarily responsible for getting students on our work program so they may participate in the local school district and for the youth organizations that will benefit from the government "paying the bill" for tutors. There has also been a few students not interested in the FWS who want to volunteer as tutors.

We received a half-dozen requests from students who were interested in off-campus community service tutoring FWS programs. We were then approached by a local AmeriCorp/Vista coordinator who has handled EVERYTHING except FWS placements.

West Virginia University faces challenges in expanding FWS positions for its students in areas that relate directly to settings for the America Reads Challenge. Most schools in the local school district are located in areas removed from the campus; transportation is a serious issue, since public transportation is limited. Current FWS service settings are heavily utilized but most do not offer possibilities directly linked to the America Reads Challenge.

WVU is exploring ways to expand options for the America Reads Challenge for FWS students. One avenue that has been identified is collaboration with new tutoring and mentoring programs in the local public elementary schools. Additional opportunities with preschool children exist in Head Start centers and in day care centers, as well as in after-school programs which include older children. Summer opportunities have been available for FWS students for the past two years with the Energy Express Program operated through the WVU Extension Service. Energy Express is a summer program designed to provide continued stimulation of reading through varied reading-related programs at sites located across the state of West Virginia.
