Delaware State University is a new America Reads Institution. During Fall 1997, the Department of Education at will begin its efforts to support the America Reads Challenge and the Federal Work-Study Program. Two elementary schools will be selected in the four surrounding school districts to become partners in this project. A partner (representative ) from each of the eight schools will be asked to meet for a joint planning session to determine place and time logistics, to assist in the coordination of tutoring in the public school, and/or to determine the fit of this tutorial program to their needs. Work study students from the university will be recruited to serve as tutors for the America Reads Challenge.

The tutorial instructional program will have four reading components: Oral reading, Comprehension, Vocabulary, and Reading-Writing. Oral reading activities will consist of methods of Repeated Reading or Paired Reading. Comprehension activities will consist of story maps, story frames, and flow charts. Vocabulary will involve word building activities and reading-writing activities will utilize responding to prompts in journals. The Department of Education at Delaware State University will provide initial training for tutors and coordinate the program during Phase I. Initial training will consist of training in the aforementioned activities and in tutoring skills. During Phase II, the school partners will be asked to meet with the tutors, to tailor tutoring to their individual needs, and to assist in additional training of activities for the reading four components. On-going meetings will be planned to gain feedback from tutors and school partners. Primary students (grades 1-4) will be our primary focus in the first year of this project.

The University of Delaware implemented the America Reads Program during the 1997 fall semester. A flyer describing the new program was mailed to all students who were awarded Federal Work Study funding, and interested students were invited to attend an informational meeting. After the informational meeting students who were still interested in participating were interviewed by the co-ordinator of the Americorps Program. Approximately 32 students were selected to participate in the program, seven of them on a voluntary basis.

Each of the students attended training sessions which were taught by a university faculty memeber. The students were assigned to one of eight elementary schools. Each tutor has been asked to work a minimum of seven to ten hours per week with children in grades kindergarten through third. The tutoring takes place at the elementary schools during the school day. Evaluation forms were completed by the tutors and the supervising teachers at the end of the fall semester and the information gathered will be used to make improvements in future semesters.
