Recap: Performance Partnership Pilots (P3) Webinars with Tribal Leaders

On Thursday, August 21st and Tuesday, August 26th, the Department of Education, the Department of Health and Human Services, the Department of Labor, the Corporation for National and Community Services, the Institute of Museum and Library Services, the Office of Management and Budget and the White House Initiative on American Indian and Alaska Native Education co-hosted tribal outreach webinars on Performance Partnership Pilots (P3). These national calls had attendance from various tribal leaders and provided an opportunity for the tribal communities serving disconnected youth to learn about the goals of P3 and current activities to launch the program this fall.

It is essential that we develop solutions to reconnect the more than 5 million youth, nationwide, who are not employed nor in school to help them on a path to post-secondary education and careers, and to ensure we have a skilled and talented workforce that can meet the needs of employers both now and in the future. We know that for many American Indian & Alaska Native youth, the challenges they face are great. American Indian and Alaska Native students continue to lag behind their peers on national assessments, account for the highest dropout rate of any racial or ethnic population, and hold a dramatically lower share of baccalaureate degrees than the rest of the population.

According to the National Congress of American Indians, over 40 percent of American Indian and Alaska Native people are under the age of 24. The P3 tribal outreach calls are an extension of the Administration’s commitment to strengthen the nation to nation relationship with tribal governments in order to improve the quality of life for all American Indians and Alaska Natives. In partnership with tribal nations, the Administration continues to identify and promote critical reforms that prepare American Indian and Alaska Native students for leadership in their communities and success in the 21st century.

About Performance Partnership Pilots

The 2014 Consolidated Appropriations Bill provides authority to the Departments of Education, Labor, and Health and Human Services, along with the Corporation for National and Community Service, to enter into up to 10 Performance Partnership agreements with state, local, or Federally-recognized tribal governments that give them additional flexibility in using discretionary funds across multiple Federal programs. States, localities, and Federally-recognized tribal governments that seek to participate in these pilots will commit to achieve significant improvements for disconnected youth in educational, employment, and other key outcomes in exchange for this new flexibility.

The primary focus of the pilots will be providing disconnected youth with more effective supports to climb ladders of opportunity. The pilots will support innovative partnerships across local governments, non-profits, businesses and other sectors. In some cases, pilots will help propel collaborative and evidence-based work that jurisdictions already have underway. Finally, the pilots as a group will provide a valuable opportunity to learn whether this model for Federal partnership improves outcomes on the ground, and how it could be extended to other Federal programs.

Federal Agencies to Host Live Stream Dialogue on Career Pathways

On Tuesday, September 23, 2014, the U.S. Departments of Labor, Education and Health and Human Services will host a National Dialogue on Career Pathways.  Federal agency leaders from each Department will provide opening remarks on the impact of building effective career pathways can have on our nation’s workforce system.  In addition, the Dialogue will highlight strategies and lessons learned from business leaders, state and local practitioners and national policy leaders.   Among the featured speakers will be

  • Portia Wu, Assistant Secretary for Labor’s Employment and Training Administration
  • Johan Uvin, Acting Assistant Secretary for Education’s Office of Career, Technical and Adult Education
  • Mark Greenburg, Acting Assistance Secretary for Health and Human Services’ Administration for Children and Families
  • David L. Casey, Vice President for Workforce Strategies and Chief Diversity Officer at CVS Caremark
  • Maura Banta, Director of Global Citizenship Initiatives at IBM USA

National stakeholders representing business, organized labor, education, workforce and health and human services agencies are encouraged to host events in conjunction with the broadcast.   To help organize the event, a national Viewing Party Guide is now available.  Leading career pathways states and local areas, such as Colorado, Kansas, and Charlotte, NC will be highlighted as well as innovative career pathways practices from organizations like Instituto del Progreso Latino in Chicago, IL and Wider Opportunities for Women.

The National Dialogue will be broadcast via live stream beginning at 9:00 AM EDT and end at 4:00 PM EDT.  Before and during the event, you are encouraged to post questions on Twitter using the hashtag #careerpathways. The federal team will monitor your questions on Twitter and respond to them from the Labor Department Twitter account (@USDOL) during the event.

Department of Labor Career Pathways Webinar

On Wednesday, June, 4, 2:00-3:00 pm ET, the U.S. Department of Labor’s Employment and Training Administration (ETA) will host the latest event in its Eye on the Workforce Engagement Fund Stakeholder Engagement Series. Hosted by ETA Deputy Assistant Secretary Eric Seleznow, the webinar, Advancing System Alignment and Career Pathways Innovations, will feature Workforce Innovation Fund grantees from California, Rhode Island, and Washington State. Mr. Seleznow will lead the panel in a discussion of emerging innovations in creating effective, integrated, and sustainable career pathways systems.

Comment Period Opens on Career Pathways Systems

The departments of Education (ED), Labor (DOL), and Health and Human Services (HHS) recently announced the release of a Request for Information (RFI) to support the development of high-quality career pathways systems. The RFI solicits information and recommendations from a broad array of stakeholders—those in the public and private sectors, as well as in state, regional, tribal, and local areas.

The RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the participating federal agencies.

As detailed in the RFI, “… ensuring robust economic growth, a thriving middle class, and broadly shared prosperity will require a significant expansion of the skills and knowledge of American workers over the next few decades.” To that end, ED, HHS, and DOL are exploring opportunities to improve the alignment of their programs at the state, tribal, and local levels so as to support robust career pathways systems. The three agencies will analyze the information collected through the RFI to inform and coordinate their policy development, strategic investments, and technical assistance activities and to improve the coordination of federal policy development with investments at the state, tribal, and local levels.

This RFI marks the first time that the three departments are jointly collecting and analyzing information on “…the benefits of and challenges to aligning diverse funding streams, programs, and stakeholders around career pathway systems; and the current and potential future use of career pathways systems to help at-risk populations gain skills and access the middle class.” At-risk populations identified in the RFI include low-income youths and adults, out-of-school youths, individuals with disabilities, Temporary Assistance to Needy Families (TANF) recipients, tribal communities, English learners, immigrants, rural populations, veterans, currently and formerly incarcerated individuals, dislocated workers, and trade-affected workers.

Career pathways systems are seen as a promising strategy for meeting the skills challenge by offering distinct but complementary workforce, education, and support services that are aligned with the needs of business and industry. These systems have also demonstrated promise for meeting the individual—and complementary—goals of the three federal agencies. This RFI builds on the 2012 joint letter to promote interdepartmental career pathways approaches and on related efforts across the federal government to improve the coordination and cost effectiveness of workforce investments and economic development.

As stated in the RFI, it is expected that the analysis period will not only deepen the departments’ shared vision and understanding of career pathways systems, but will also generate essential information that can “inform policy development and the next generation of investments and technical assistance by providing us with greater clarity on the facilitators and obstacles to career pathways systems development.”

Department of Labor to Host Live Stream Talk on Workforce System Innovations

Department of Labor Secretary Thomas E. Perez invites education stakeholders to a live stream talk on exciting and impactful workforce system innovations being implemented by DOL’s Workforce Innovation Fund grantees. Secretary Perez will kick off this first event in the Eye on the Workforce Innovation Fund Stakeholder Engagement Series, providing opening remarks on the impacts that these innovations will have on our nation’s workforce system. He will be joined by Kate McAdams, Senior Advisor to the Secretary of the U.S. Department of Commerce, and Employment and Training Administration (ETA) Acting Assistant Secretary Eric Seleznow.

With the recent release of the Organization for Economic Cooperation and Development (OECD)’s Program for International Assessment of Adult Competencies, (PIAAC) demonstrating the direct relationship between skills and economic security, health, and educational advancement, there is even more urgency to address the needs of low-skilled learners and equip the teaching workforce to help such students achieve their academic and economic goals.

The Office of Vocational and Adult Education (OVAE) launched a national engagement effort on November 20 (see archived announcement) to explore ways to increase our national capacity to improve the foundation skills of adults in the United States. OVAE is particularly interested in engaging with adult educators to solicit their input into a forthcoming national action plan.

This webinar will be an opportunity to receive a briefing on the PIAAC data, the OECD’s special report on America’s low-skilled population, Time for the U.S. to Reskill?, and engage in a focused discussion about the issues facing adult education.

To prepare for the webinar, see the Consultation Paper, which provides background on the skills issue and the framework for the national action plan. The discussion will continue online in various groups within the LINCS Community of Practice.

LINCS Update: Community Reaches 10,000 Users!

The LINCS Community of Practice marked an important milestone as it surpassed 10,000 registered users last week. Thanks to all who have helped spread the word about how this vibrant community can support teachers and programs. Keep growing!

New course launched: Integrating Technology self-paced online course is designed for instructors who are at the beginner/intermediate level of technology integration in the classroom. It is available on the LINCS Learning Portal. This course helps teachers understand how technology can support their instructional goals and provides guidance on how to incorporate various popular tools. A certificate of completion for four hours is available.

  • February is Financial Aid Awareness month. Join the Financial Literacy and Postsecondary Completion groups from February 3- 14 for a special discussion in which adult education program managers, counselors, and teachers from a range of adult education programs will share their strategies and techniques for incorporating financial literacy into their adult education programs.
