Thomas H. Phan serves as the Director of the Office of Business Policy and Operations, and Senior Advisor for the Office of Scientific Technical Information, in the Office of Science, U.S. Department of Energy. Prior to 2009, he served as the Deputy Assistant Inspector General with the Commerce OIG. He has over 25 years of professional experience, knowledge, and expertise within the Federal government, private sector and business community. Mr. Phan has been responsible for corporate business strategic and management, capital planning and investment management, IT cyber security and policy, human capital planning and human resources operations, resource management and administration, information technology services. He has effectively enhanced and brought positive change to several organizations and Federal agencies throughout his career. He received the Distinguished Leadership and Technological Innovation award for the innovative design of the first DOD NAVY Telemedicine Initiative in the Joint Warfighters Interoperability Demonstration (JWID) and successfully deployed this lifesaving technology in Operation Storm during the Croatian and Bosnian conflict. He additionally received the Inspector General’s Bronze Medal Award, and the Surgeon General’s Prestigious Leadership Award, as well as other numerous awards and commendations for outstanding leadership, professional excellence and innovation.
Mr. Phan began to realize his leadership potential and ability in the midst of severe personal and professional trials. He is a witness to the enduring vitality of the American dream. A Vietnam War veteran, he served as a military officer in a special combat unit until he was captured during a mission and kept as a P.O.W. in a communist concentration camp. He escaped the camp and fled from Vietnam as a “boat people” refugee, surviving starvation and pirate attacks on the high sea. When he came to the U.S. he successfully adapted to and was assimilated into a new culture. He fortified his spiritual life and dedicated his efforts to public and community service with compassion and zeal. Mr. Phan has survived many difficult tests — tortured, buried alive and even near-death experiences — and trials throughout his life. These trials have strengthened his character, given him emotional intelligence, and instilled in him courage, persistence, resilience, caring. and end-result oriented.
Prior to joining the Office of Science, Mr. Phan served in numerous senior roles in several Federal agencies including Administrator, Chief Information Officer, Acting Deputy Chief Financial Officer, and Human Resources Director. He received his M.S. in Electrical Engineering and Communications from the Johns Hopkins University. He currently serves as the WHIAAPI IWG designee for DOE, and the Executive Director of the Asian American Government Executives Network (AAGEN). He is also an active member of several professional organizations including IEEE, ACM, and AAAS.
