In FY 1996, OERI implemented new standards for the review and evaluation of applications for grants and cooperative agreements and proposals for contracts involving research, development, and dissemination activities carried out by the Office of Educational Research and Improvement. The standards ensure that applications and proposal evaluation activities meet the highest standards of professional excellence. The standards govern the selection of peer reviewers and the peer review process, evaluation criteria, and selection for awards. Regulations implementing the first phase of the standards appeared in the Federal Register of September 14, 1995.
The Educational Research, Development, Dissemination, and Improvement Act of 1994 requires that two additional sets of standards be developed: one set covering the procedures involved in the review and evaluation of programs designated as exemplary or promising and one set covering performance evaluation. Proposed regulations to implement these standards will be published at a later date.
