Assistant Secretary Named

Cyril Kent McGuire, a former program officer for the Pew Charitable Trusts in Philadelphia, has been confirmed by the U.S. Senate as the new Assistant Secretary for Educational Research and Improvement. He assumed the position on June 16.

Before joining OERI, McGuire was responsible for the Trusts' national initiatives in education reform. From 1991 to 1995, he was program director of education for the Lilly Endowment, where he directed all grant making related to education reform in Indiana, and certain national education policy initiatives. From 1989 to 1991, McGuire was assistant professor at the School of Education, University of Colorado at Denver. From 1980 to 1989, he was a policy analyst and then director of the School Finance Collaborative at the Education Commission of the States.

He holds a B.A. in economics from the University of Michigan, an M.A. in education administration and policy from Columbia University, and a Ph.D. in public administration from the University of Colorado.
