Common Rule Coming
The U.S. Department of Education (ED) is currently in the process of implementing regulations
concerning the protection of human research subjects, also known as the Common Rule. The Common
Rule requires that--unless the research is exempt--before federal funds can be used to support a research
project, an Institutional Review Board (IRB) must review and approve the research protocol, examining
that protocol to determine whether informed consent will be obtained from subjects, what the risks and
benefits may be, and how the subject population will be selected.
ED has established a team charged with implementing the provisions of the Common Rule. Its primary
task is to integrate a process into the Department's review and award procedures for assuring that
proposed projects have complied with the requirements for appropriate IRB review and approval. ED
