Jacob K. Javits Gifted and Talented Students Education Program. Ten FY 93 grants totaling $2,373,499 to universities and local school districts to develop programs for inclusion of students not traditionally a part of gifted and talented activities--new ways of identifying giftedness and specific academic activities. Library Education and Human Resource Development Institutes. About $1.1 million in FY 93 grants to 9 institutions of higher education and 6 library organizations for long- and short-term institutes to train or retrain library personnel in specialty areas where there are shortages or to serve needs of the elderly, illiterate, disadvantaged, or rural residents.
