Increase Person-Power. To the extent possible, coordinate efforts with others on campus to share responsibilities and resources. Some constituencies, with various expertise, that you may want to work with are:
- Financial Aid Administrators: In addition to allocating FWS funds, financial aid administrators help ensure that a campus's America Reads and America Counts programs conform to the Department's FWS rules and regulations. On many America Reads campuses, financial aid administrators have also assisted with program components such as tutor recruitment and program evaluation.
- Community Service Staff: Some campus community-service centers have tutoring and mentoring programs already in place. Community service staff may be willing to incorporate America Counts tutoring into their existing programs.
- Faculty: Faculty members may be interested in providing content-specific guidance, such as assistance with tutor training and on-going content support, as well as helping identify prospective tutors. In Berea College's "Berea Counts" program, for example, a mathematics education faculty member provides content-specific guidance and oversees program operations. A handful of other institutions, including Northwestern University, are exploring ways to incorporate America Counts tutoring into their education courses.
- Student Associations: Service-oriented student groups--such as Phi Theta Kappa, the national honor society of the two-year colleges, or Alpha Phi Omega, the national community service fraternity--can assist by providing administrative support, recruiting fellow college students, or having members serve as math tutors.
Tap Into Available Funding Sources. Resources may be available through your campus's financial aid allocation to support program administration. Check with the financial aid office to see if the following two funding sources are available for this purpose. Campuses do not need permission from the Department of Education to start using these monies.
- Administrative Cost Allowance (ACA). Every higher education institution that receives financial aid is given an ACA to underwrite administrative expenses. If your financial aid administrator approves the use of ACA to support America Counts activities, the funds can pay for such things as tutor training, tutoring materials, and/or fingerprinting of tutors, if it is required by your State or local school district.
- Job Location and Development Program (JLD). The JLD program is a component of student financial aid that provides funding for campuses to locate and develop off-campus community service jobs for both FWS and non-FWS students. Institutions that participate in the FWS program may use up to $50,000 or 10% of their total FWS allocation, whichever is higher, to establish or expand off-campus community-service employment opportunities, such as America Counts.
