OCTAE supports national research, evaluation, demonstration, technical assistance and capacity building activities. Each year, OCTAE carefully plans the range of national activities in accordance with the Secretary's policies.

Overview of OCTAE Priorities
Outlines the basic Administration principles under which OCTAE conducts its National Programs and Activities.

Secondary and Technical Education

  • Accelerating Student Success Through Credit-Based Options
    Reviews programs where secondary students gain postsecondary credit while still in high school (e.g., Advanced Placement, International Baccalaureate, Dual-Credit, Tech-Prep, and Early College High Schools).

  • Adolescent Literacy Research
    Will identify strategies for developing reading and writing abilities in adolescents, as well as strategies for remediating reading and writing difficulties in this age group.

  • Bridging the Divide: Blending Secondary and Postsecondary Curricula into a Coherent Course of Study
    Comprehensive credit-based transition programs blend secondary and postsecondary coursework and provide students with a variety of support components, including the opportunity to take college-level courses while still in high school.

  • Closing the Achievement Gap
    The goal of this project was first to identify schools and then to learn how schools addressed gaps in educational performance for minority students.

  • Community Technology Centers
    Creates or expands neighborhood community technology centers and provides supplemental instruction in reading, language arts, and mathematics for low-achieving students in high-poverty, low-performing high schools.

  • Literacy Interventions in Freshman Academies
    The evaluation study will be based on a small-scale, randomized controlled trial of two supplemental reading interventions for struggling ninth grade readers participating in freshman academies.

  • National Dissemination Center for Career and Technical Education
    Works with OCTAE to disseminate research-based practices, provide professional development opportunities in CTE, and help students achieve the academic and technical skills needed to succeed.

  • National Research Center for Career and Technical Education
    Conducts research, development and evaluation activities to improve secondary and postsecondary career and technical education in the United States.

  • Performance Measurement Initiative
    Will design and test assessment and accountability measures for secondary and postsecondary education to evaluate student outcomes more effectively and pinpoint system strengths and weaknesses.

  • School Dropout Prevention Program
    Implements research-based, sustainable, and coordinated school dropout prevention and re-entry programs for students in grades 6-12.

  • Smaller Learning Communities
    Aims to increase academic achievement by transforming large high schools into smaller, more personalized learning environments.

  • State Scholars
    Supports partnerships between the business community and public schools that encourage high school students to choose a rigorous academic curriculum.

  • Tech Prep Demonstration Program
    Funds programs where high school students can get a technical credential at graduation, and an Associate's Degree after an additional two years of academic work.

  • High Skills for High-Growth Careers
    Studies the partnerships between higher education, business, trade organizations, and industry to train students or high skill, high growth occupations that do not require a four-year degree.
