I feel the comments by Dr.Wes Perusek correctly identify one of the frustrations I face in promoting what I teach in the classroom. Dr. Perusek states that the USOE should:

"Address and clarify the distinctions between "educational or instructional technology" and technology education and technological literacy. The USOE adds to the confusion by not clarifying here."

In my classroom a "computer" is a tool that is found with in my Technology Education Classroom. When my students use a digital camera, a tablesaw, an overhead projector, a cordless screwdriver, or a new DVD recorder they are still using "Technology". We teach that the computer did not invent Technology, but rather advancements in Technology help create the computer.
