The International Society for Technolgy in Education has developed specific standars that scaffold technology preparedness for Students, Teachers and Administrators. The students standards can be found at http://cnets.iste.org/currstands/cstands-netss.html with correlated searchable lesson plans at http://cnets.iste.org/search/s_search.html.
The No Child Left Behind, requires that students, teachers and administrators be technologically literate by 2006. So far, the states will provide the definition of technology literacy. Until that definition is approved, teachers can use the standards and correlted activities to provide for their students.
