  Tech Planning versus School Planning

Many K-12 leaders create separate plans for technology and for the school/district as a whole. While certain aspects of technology warrant unique planning documents, the strategy of engaging in a separate planning process for technology is adding to the disconnect between technology and the overall system. The creation of tech plans for programs like e-rate and state tech grants has, in many cases, been accomplished by one or two technical individuals rather than a group of stakeholders. Schools/districts that are successful with technology have been those that have approached technology as a tool to augment system-wide plans. Until technology is seen as a necessary part of the entire system, the true integration of technology will not occur outside of detached pockets. This means that technology needs to be considered for administrative as well as teaching/learning aspects of a school. The National Ed-Tech Plan should address these issues and model the appropriate processes.
