Many district office personnel as well as school principals are not technology savy - it is difficult then for the support and leadership that must be shown for the use of technology to be utilized in classroom instruction. All education leaders should be required to demonstrate technology proficiency not just "how" to turn it on - but effectively be able to communicate effect use of technology in administrative functions as well as instruction. Most administrators and principals find it difficult to find the time needed to effectively use technology due to time constraints and demands on their time in the operation of their districts or school buildings.
