The Office of Financial Management and Performance Measurement is responsible for developing, coordinating, and implementing all financial and performance matters relating to the Office of Innovation and Improvement, such as budget formulation, budget execution, contracting, audit coordination, and measurement related to program effectiveness.

The Office of Non-Public Education is responsible for ensuring maximum participation of private students and teachers in all federal education programs for which they are eligible. The Office reviews Department policy concerning education services to private school students and teachers, reviews Department programs and procedures to make certain that services required by law are provided, and recommends possible changes in laws, regulations, or policies that would increase the availability of these services. The Fund for the Improvement of Education Office administers the FIE program. FIE supports discretionary grants to nationally significant programs and projects to improve the quality of education and assist all students to meet challenging academic standards.

The Office of Improvement Programs oversees activities that support and test innovations throughout the K-12 system, including high school reform, the arts, and reading. This Office practices "venture philanthropy" by supporting and evaluating promising innovations in education. The Office is responsible for the following discretionary programs:
