Deputy Assistant General Counsel for Ethics
Susan A. Winchell has been the Deputy Assistant General Counsel for Ethics since December 2005. Prior to accepting this position, Ms. Winchell served as an Associate General Counsel at the U.S. Office of Government Ethics from 2003 to 2005. This is Ms. Winchell’s second tour of duty in the Office of the General Counsel at Education. From 1991 to 2003 she served as an Attorney in the Ethics Division, and from 1988 to 1991 she served as an Attorney in the Division of Business and Administrative Law, specializing in FERPA, FACA and employment law.
Ms. Winchell received a B.A. in sociology from the College of Wooster in Wooster, Ohio and a JD from the Marshall Wythe School of Law at the College of William and Mary.
