LISTS OF POSTSECONDARY INSTITUTIONS ENROLLING POPULATIONS
WITH SIGNIFICANT PERCENTAGES OF UNDERGRADUATE
MINORITY STUDENTS

Overview

On this webpage, the Office for Civil Rights (OCR) is providing lists, or hyperlinks to lists maintained by other offices in the Department of Education, of institutions of higher education enrolling populations with significant percentages of undergraduate minority students, or that serve certain populations of minority students under various programs created by Congress. OCR provides these lists solely as a service to the public.1

Under part F of the HEA, 20 U.S. Code § 1067q – “Investment in historically Black colleges and universities and other minority-serving institutions,” the following institutions are eligible to receive funds under that section.

(1) a part B institution (a historically Black college or university) (§322 of the HEA, 20 U.S.C. §1061);

(2) a Hispanic-serving institution (§502 of the HEA, 20 U.S.C. §1101a);

(3) a Tribal College or University (§316 of the HEA, 20 U.S.C. §1059c);

(4) an Alaska Native-serving institution or a Native Hawaiian-serving institution (§317(b) of the HEA, 20 U.S.C. §1059d(b);

(5) a Predominantly Black Institution (§§318(b) and 371(c)(9) of the HEA; 20 U.S.C. §§ 1059e(b) and 1067q(c)(9));

(6) an Asian American and Native American Pacific Islander-serving institution (§§ 320(b) and 371(c)(2) of the HEA, 20 U.S.C. §§1059g(b) and 1067q(c)(2); or

(7) a Native American-serving nontribal institution (§§319(b) and 371(c)(8) of the HEA; 20 U.S.C. §§ 1059f(b) and 1067q(c)(8).

MINORITY INSTITUTIONS

The term “minority institutions” (MIs) is defined by § 365(3) of the Higher Education Act (HEA) (20 U.S.C. § 1067k(3)). This definition of “minority institutions” applies only to the Minority Science and Engineering Improvement Program (MSEIP) and other programs whose statutes or regulations reference the same MI definition. OTHER INSTITUTIONS SERVING A SIGNIFICANT PERCENTAGE OF MINORITY STUDENTS

The Department has also identified other institutions serving a significant percentage of minority students. These institutions are not defined by statutes, and are instead based off of IPEDS (Integrated Postsecondary Education Data System) data. Included is a link for the basis of each grouping. Such institutions may or may not meet specific eligibility requirements for Department of Education grants under the Higher Education Act.

Institutions with High Hispanic Enrollment

Federal agencies and others with an interest in colleges or universities not appearing on these lists should obtain or confirm information regarding their minority student populations, and/or their eligibility for a specific grant, contract, or benefit program, directly with those institutions.

None of the lists is necessarily a complete listing of all colleges and universities that might fall within a particular category of institution. 1 To the extent the Department awards funds to an institution on the basis of its status as a qualified institution under one of these focused programs, the HEA defines the term for requirements for that program.  Because there are no statutory or regulatory definitions of the term “minority serving institution,” the Department will define the term in programs where the Department has the authority to do so. Similarly, if another agency conducts a program for “minority-serving institutions”, that agency would determine whether an institution is eligible, based on the statutes, regulations, and other documents that apply to that program, including any statutory or regulatory provisions that incorporate any of the definitions that are cited in these lists.
