Title VI: Richmond Heights Local School District (OH) OCR Complaint No. 15-11-1134

On May 11, 2012, OCR resolved a Title VI complaint filed against Richmond Heights Local School District alleging racial harassment, different treatment on the basis of race and retaliation. Based on its investigation, OCR concluded that the District discriminated against African American students on the basis of race in violation of Title VI. OCR found that African American student athletes were subjected to a racially hostile environment and the District failed to address the harassment, and that the District denied these same students assistance with obtaining athletics scholarships. OCR also concluded that the complainant and her son were retaliated against for complaining about the racial harassment. Under the Resolution Agreement, the District will revise its harassment and retaliation discrimination policies and procedures and train staff, Board members and students on racial harassment; take appropriate disciplinary action with respect to District personnel involved in the racial harassment; establish a student committee at the high school and a District advisory committee (comprised of students, parents, interested community members, and staff) on racial harassment; conduct periodic assessments of the school climate with respect to racial harassment; conduct informational sessions for student athletes regarding athletics scholarships; and offer counseling to the students.
