Title VI: Equal Educational Opportunities for English Language Learner Students: De Queen School District (AR) (06105001)

On December 6, 2012, OCR resolved a Title VI compliance review of the De Queen School District with an Agreement that addresses the compliance issues found in OCR’s investigation. OCR’s review examined whether English language learner (ELL) students are denied equal educational opportunities in the District’s programs and services and thus subjected to discrimination on the basis of national origin. OCR concluded that the District was not in compliance with Title VI in a number of areas, including the identification and provision of language services to ELL students, parental notification regarding ELL services, staffing, instructional materials, exiting of ELL students, services for students with disabilities who may also be ELL, and communication with limited English proficient parents.
