Provide accurate, timely, and useful grant, contract and financial management information and services to all of the Department's stakeholders.
The office is headed by a Chief Financial Officer (CFO) who supervises the activities of four functional areas: Financial Improvement and Post Audit Operations, Financial Reporting and System Operations, Financial Payments and Cash Management Operations, and Contract and Purchasing Operations. In addition to these principal functional areas, the CFO supervises the Grants Policy and Oversight Staff.
The CFO serves as the principal advisor to the Secretary on all matters related to financial management, financial control and accounting, cooperative agreements, procurement, and discretionary grant policy.
Financial Improvement, and Post Audit Operations (FIPAO) provides leadership and direction in the areas of management controls, financial management training, post audit activities, debt collection, indirect cost determination, and performance measures. FIPAO also serves as the debt collection officer for the Department.
Financial Systems Operations (FSO) is responsible for systems operations, maintenance, hardware and software development, training, customer (internal and external) service, all user support, establishing financial systems policies and procedures, and ensuring financial systems function in accordance with applicable laws and regulations.
Financial Management Operations (FMO) is responsible for certifying and processing transactions (funds control, disbursements, receivables, direct loans, and receipts), reconciliations, reporting, ensuring all financial data is accurate, establishing financial management policies and procedures, establishing financial management systems, preparing Department-wide financial statements, and ensuring compliance with financial management laws and regulations. This Operation is responsible for monitoring all financial management systems and reporting within the Department as they pertain to these records. FMO is the Department's principal contact with GAO, Treasury, and OMB on financial reporting and related matters. FMO is further responsible for cash management activities, managing the Department's travel program, and maintaining the official records of accounts receivable due the Department.
Contracts and Acquisitions Management (CAM) is responsible for the solicitation, award, administration, and closeout of all contracts and other acquisition instruments for the Department including the ten Regional Offices. The mission of CAM is to satisfy its customers by timely delivery of the best value product or service while maintaining the public's trust and fulfilling public objectives.
The Grants Policy and Oversight Staff (GPOS) is responsible for policy development, oversight, research and analysis, innovation, and improvement of the Department's discretionary grants process. GPOS works collaboratively with other ED offices to develop a data-driven, integrated overview of the grants process Department-wide in order to shape discretionary grant policy, oversight, and improvement activities.
