In an effort to provide technical assistance to faith-based and community organizations, the Center for Faith-Based and Community Initiatives has produced a webcast that will serve as a grant writing tutorial for the Carol M. White Physical Education Program. The application deadline is May 12, 2003.

The Carol M. White Physical Education Program provides grants to initiate, expand, or improve physical education programs, including after-school programs, for students in kindergarten through 12th grade. The goal of this program is to help students make progress toward meeting state standards for physical education. Faith-based and community organizations are eligible to apply provided they meet applicable statutory and regulatory requirements.

Deadline for Transmittal of Applications: May 12, 2003.

Estimated Available Funds: $59.5 million.

Estimated Range of Awards: $100,000-$500,000.

Estimated Average Size of Awards: $300,000.

Estimated Number of Awards: 198.

Because the Carol M. White Physical Education Program employs the novice applicant procedure, faith-based and community organization are encouraged to apply.

Novice Applicant Procedure

In an effort to broaden the competitive pool of applicants for discretionary grant programs, the Department of Education amended its regulations to encourage first time applicants or novice applicants to apply for funding. This revision does not require every ED program to offer the novice incentive but it does allow ED programs the flexibility to offer the novice incentive where appropriate.

In order to be considered a novice applicant, the applicant can never have been awarded or participated as a partner in the program for which they are applying for and have not been a federal grantee or a partner of a federal grantee in any grant program in the past five years.
