Telecommunications Act of 1996

Secretary Riley has made a strong statement in favor of universal access to telecommunications services for schools and libraries. In a brief oral statement and a longer written filing to the Federal Communications Commission on April 12, the Department of Education outlines its rationale in support of free access to telecommunications services for the schools and libraries that are in greatest need of assistance, in order to ensure universal access to vital educational resources.
