American business is competitive yet the infrastructure that creates its human resources is not. Every classroom in American should be able to shop for that courseware that minimizes the time to proficency.
A k12 teacher in Iowa who does a better job teaching cloud types should receive money from the school system in New York that selects his/her lesson material.
The arms race drove aerospace technology the Maslow race should drive the education engine.
