3. Digital and Virtual Libraries: Many major agency initiatives have been launched to grapple with highly technical issues, posed in these papers. This Virtual Public Library: Instructional Media Center was designed to provide a familiar, content-rich environment for teachers in which they could browse, collaborate and contribute their own work, thereby extending the architecture so that distributed "branch libraries" could blossom. That is, this environment directly capitalizes on the user-driven and distributed features of the Web.
