EDUCATION DOCUMENTS NOW ON INTERNET "ONLINE LIBRARY"

Reporters, policymakers and parents can retrieve the full text of the recently reauthorized Elementary and Secondary Education Act (ESEA) -- via the Internet -- through the U.S. Department of Education's "Online Library."

"With the Online Library, we hope to help reinvent government and improve customer service by expanding access to information," said Deputy Education Secretary Madeleine Kunin.

The service, also known as "INet," features entire "electronic shelves" of information on GOALS 2000, school-to-work, family involvement, ESEA and technology. It's run by the Office of Educational Research and Improvement.

To access Online Library, several routes are available: Worldwide Web (WWW) -- The department's WWW server can be reached through the uniform resource locator (URL) at: "http://www.ed.gov/". The ESEA legislation is located under "Department-wide Initiatives."

Gopher -- To use gopher, type the address, "gopher.ed.gov". Or, select NorthAmerica->USA->General->U.S. Department of Education from the All/Other Gophers menu on your system. Within that directory, the ESEA legislation is located under: "Elementary and Secondary Education (OESE) and Early Childhood->Improving America's Schools Act of 1994 (ESEA)/".

File Transfer Protocol (FTP) -- Type the address "ftp.ed.gov". Log on as "anonymous."

E-Mail -- E-Mail users can reach the department's catalog and Mail Server instructions by addressing, "almanac@inet.ed.gov". In the body of the message type, "send catalog." (Avoid the use of signature blocks and leave the subject line blank.)

The department does not offer public access Gopher or WWW clients. Users must either have an appropriate Gopher or WWW client (such as NCSA Mosaic or Lynx) or be able to telnet to a public access client. The department's public servers may not be accessed directly by telnet. For speed and ease of use, Gopher and Mosaic/Lynx are the preferred access methods.
