The appointments result from the departure of Deputy Secretary Madeleine M. Kunin, who is leaving the Education Department in early August to become the U.S. Ambassador to Switzerland.

"With Mike and Judy -- two outstanding public servants in their own right -- we can ensure continuity on the many educational improvement initiatives throughout the department."
Smith will maintain responsibility for policy development and administration of the Budget Service and the Planning and Evaluation Service. Winston will be responsible for direction of the department's Labor Management Council, as well as the department's Office of Management.
Riley said that Smith and Winston, who have each served in their current capacities since the beginning of the Clinton Administration, bring a wealth of experience and knowledge about elementary and secondary education as well as higher education to their new responsibilities.
Smith came to the department from Stanford University, where he served as dean of the School of Education. Prior to that post, Smith served as director of the Wisconsin Center for Education Research at the University of Wisconsin at Madison. During the Carter Administration, Smith served as chief of staff and executive assistant to the education secretary, and as assistant commissioner for policy studies in the former U.S. Office of Education.
Before joining the department, Winston taught civil rights and civil procedure as an associate professor of law at American University. She served as deputy director of both the Women's Legal Defense Fund and the Lawyers' Committee for Civil Rights Under Law. She also served previously at the department as assistant general counsel in the Division of Educational Equity.
