STATEMENT BY DAVID LONGANECKER

Assistant Secretary for Postsecondary Education regarding House Labor-HHS-Education Appropriations Subcommittee action on fiscal year 1995 appropriations bill

While the overall funding provided for postsecondary education programs is adequate, we are disappointed with the distribution of some of those funds.

We are pleased that the subcommittee included $30 million for the new SPRE authority. This federal funding will provide an important incentive for states to expand their activities that ensure the integrity of our Higher Education Act programs.

It is unfortunate that the maximum award under the Pell Grant Program was set at $2,340 rather than the $2,400 requested by the administration. This will cause our foundation program that serves our most needy students to fall further behind in its ability to meet the needs of these students.

While placing a cap on the number of Pell Grant recipients may not materially affect the program in the funded award year, it changes fundamentally the nature of the Pell Grant program.

Without an increase in the Work Study Program, which the administration had requested, we will not be able to build on the National Service proposal as envisioned in our request to expand the concept of community service.
