NEW COMMUNITY TECHNOLOGY CENTERS HELP BRIDGE DIGITAL DIVIDE
As part of a national effort to expand access to new technologies, the U.S. Department of Education today announced $44 million in grants to establish 214 Community Technology Centers. The centers will make computers and Internet access available to low-income residents in urban and rural communities. The awards went to community centers, libraries, schools, community colleges, public housing facilities, and other organizations.
The centers are also supported by business and community partners that have generated matching commitments valued at more than $42 million in state, local and corporate funding.
"For too long, only those who could afford to have a computer in their home could take advantage of the learning and economic potential of the Internet," said U.S. Secretary of Education Richard W. Riley. "With community technology centers, lower-income families can seek employment, share learning experiences with their children, and have access to resources and opportunities they had previously been denied." The Clinton administration has asked Congress for $100 million in the next fiscal year -- three times the current appropriation of $32.5 million -- to support some 280 additional grants, resulting in up to 1,000 new centers.
The grants will help build centers in economically distressed, high-poverty communities. For example, the project in Selma, Ala., will create five new centers in three rural counties that are in the top 100 high-poverty counties in the country; and in Atlanta, the project will create three new centers in medical facilities and publicly funded hospitals. The centers will make educational technology available to economically disadvantaged persons to support health care and provide additional learning opportunities.
In addition, these centers and services will be expanded through a department-funded project called the America Connects Consortium. Currently, the department is inviting groups to submit proposals that will establish the new consortium, and Riley said the contractor will provide national leadership to launch a focused, coordinated and comprehensive effort to promote, support and help maintain Community Technology Centers.
"This is the next step," Riley said, "widening the scope and encouraging others to become involved." The consortium will be expected to leverage substantial non-federal matching funds as part of its commitment.
On April 4, President Clinton issued a "National Call To Action," challenging corporations and non-profit organizations "to take concrete steps to meet two critical goals: provide 21st century learning tools for every child in every school and create digital opportunity for every American family and community."
In addition, more than 200 colleges and universities have committed to better prepare new teachers to use technology in the classroom. The commitments are in response to a letter sent recently to the head of every school, college and state department of education from a partnership involving the Education Department; the CEO Forum, a coalition of industry and education leaders; the National Council for Accreditation for Teacher Education; and the American Association of Colleges for Teacher Education. The letter asked that colleges pledge to ensure that every new teacher graduate prepared to use and integrate technology effectively into teaching and learning.
This week, President Clinton is conducting his third "New Markets Tour," aimed at focusing national attention on overcoming the digital divide and creating opportunities for youth, families and communities. Accompanied by CEOs, members of Congress, cabinet secretaries and community leaders, the president is traveling to East Palo Alto, Calif., the Navajo Nation in Shiprock, N.M., and Chicago.
In addition to the Community Technology Centers and the America Connects consortium, the administration is seeking federal support for a range of initiatives [announced Feb. 4], including tax incentives to encourage private sector donations of equipment and training, training of all new teachers in how to use technology effectively, a public-private partnership to expand home access to computers and the Internet for low-income families, and training for Native Americans to enter technology-related fields.
