"As one who gradually became blind as a teenager, Dr. Schroeder knows all too well the challenges facing people with disabilities," the President said. "He has devoted his life to empowering disabled people, and I'm confident he will continue in his new assignment to help disabled Americans achieve their goals."
As RSA commissioner, Schroeder will lead a $2.3 billion organization within the Department of Education's Office of Special Education and Rehabilitative Services. RSA provides grants to state vocational rehabilitative agencies to help individuals with disabilities find employment.
The agency also supports counseling, job training and medical and psychological services -- and funds programs to train rehabilitation professionals, enrich the lives of disabled persons, and help enable those with disabilities to live more independently. Mr. Schroeder is currently the director of the New Mexico Commission for the Blind and is also the president of the International Council of English Braille. He is a former president of the National Association of Blind Educators and serves as a member of the Board of Directors of the National Federation of the Blind.
Mr. Schroeder received a Ph.D. in educational administration from the University of New Mexico earlier this year.
