STATEMENT BY U.S. SECRETARY OF EDUCATION RICHARD W. RILEY REGARDING FINAL PASSAGE OF THE GOALS 2000: EDUCATE AMERICA ACT BY THE U.S. HOUSE OF REPRESENTATIVES

The strong, bipartisan vote (307-120) by the U.S. House of Representatives for final passage of President Clinton's Goals 2000: Educate America Act is a clear indication that positive school reform is on its way.

The decision of 60 Republican members to join the Democratic majority is one more indication that the education and safety of America's children is too important to be delayed by partisan politics. The American people want their children to be the very best, to learn to world class standards. This vote is also a vote for safer schools, to end the violence in and around our schools.

It is important to recognize that the Conference Report includes a positive statement on voluntary school prayer, encourages greater flexibility in federal programs and will assist parents and educators in the business of community-based reform. Goals 2000 is all about higher academic standards, safer schools, better teachers, using new technology to improve learning, and making parents equal partners in the process of education.

I am encouraged by the broad coalition of support that has developed for this legislation, where every group that cares about education has put the needs of America's children first. I am particularly pleased by the consistent support of the business community, the PTA, state legislatures, teachers, school board members, and the many education associations that have worked hard for final passage. A vote for Goals 2000 is a vote for putting children first.

It is my very strong hope that the Senate of the United States will move quickly to vote for final passage of the Conference Report. At risk is the loss of $125 million that can support education reform and safe schools this year. To secure this funding Goals 2000 must be enacted by April 1.

I urge the Senate to take up Goals 2000 and vote for final passage before its Easter recess begins this Friday. We cannot delay.
