U.S. Secretary of Education Richard W. Riley has appointed Thomas P. Skelly director of the Education Department's budget service.
"Tom's experience and expertise have contributed much to the success of the department's operations," Riley said. "I am very pleased to have him serve as the department budget director."
As budget director, Skelly manages a staff of 75 budget analysts and professional employees responsible for the department's $30 billion budget.He oversees preparation ofbudget and legislative options and presents the education budget to the Office of Management and Budget and congressional committees.
He is responsible for estimating and monitoring student loan and grant costs and for maintaining systems to control funds and staffing levels as required by the Antideficiency Act.
A federal employee for 22 years and a member of the Senior Executive Service since 1983, Skelly has earned two Presidential Rank Awards including the Meritorious Award in 1989 and the Distinguished Award in 1992.
He served as director of the department's budget systems division from 1982 to the present.From 1980 to 1982 he was director of the budget review division of the Office of Planning, Budget and Evaluation.From 1979 to 1980 he was a budget analyst for the department's transition team.Skelly served as a budget analyst from 1977 to 1979 for the National Institute of Education and in 1975 to 1976 for the Office of Education.
Skelly currently serves on the Executive Resources Board and the Performance Review Board for establishing standards and assessing the performance of the department's members of the Senior Executive Service.
Skelly has long been active in local volunteer activities.He is a member of the Arlington Havens Board, which arranges financing for independent living homes for mentally ill and mentally retarded adults. He also has served as treasurer for both the Lyon Village Community House and the D.C. Roadrunners Club, and he was volunteer coordinator for the Cherry Blossom 10 mile race for 14 years.He has completed 24 marathons, with a best time of2:36 in the Boston Marathon.
Skelly received a bachelor's degree in government from the College of William and Mary and a master's degree in government from the University of Virginia. He is married to Carol Skelly, an agricultural economist with the U.S. Department of Agriculture and a PTA president.They have two children who attend public schools in Arlington, Va.
