Parental Assistance Program
Licking Valley Community Action Program

The Licking Valley Community Action Program (LVCAP) was begun in 1965 to develop community resources and opportunities to assist disadvantaged individuals. The Parental Assistance Program (PAP) supplements and expands the LVCAP's efforts to help families and individuals of all ages become financially better off. This kind of assistance is especially important for the predominantly rural area to be served by the PAP; on average, 28% of the children live in poverty and less than 48% of teens graduate from high school.

The PAP will 1) expand and develop parent information, training and support programs to assist mostly low-income parents of children of all ages in their role as their child's primary and best educator; 2) establish and strengthen partnerships between parents and professionals to address children's needs; and 3) work to assure the academic, social and emotional success of the participating children.

The program has six specific objectives:

  1. Establish and/or expand the Parents As Teachers Program (PAT) to serve additional families.

  2. Expand the existing parent/family information and support network with additional services as well as extending resources to the participating rural communities. Work with the Child Care Resource and Referral Program and the Head Start/Kentucky Preschool Program to offer parenting classes and develop Resource-Mobiles that provide parenting information throughout the participating rural communities.

  3. Collaborate with currently operating programs, including Head Start, Titles I and VI, Migrant Education, Parent Teacher Organizations, and Safe and Drug-Free Schools.

  4. Work with family focus groups to develop learning opportunities for parents based on research and established best practices.

  5. Extend the community network supporting parent participation to include area and state-wide organizations that are advocates for children, such as the Kentucky Head Start Association, the Kentucky Early Childhood Association, and Family Resource/Youth Services of Kentucky, Inc.

  6. Create a Program Advisory Committee composed of participating parents, local education authorities, and community members to address improving services for disadvantaged children and issues such as family literacy and compensatory education.
