The Albany/Dougherty 2000 Partnership was established in 1992 to create a community-wide plan for achieving the National Education Goals. The Partnership recognizes the importance of family involvement in education, as reflected in National Education Goal 8, and believes that the Albany/Dougherty community has a need for expansion in this area. More than 27% of people in this area live below the poverty level, the graduation rate is only 50%, and the rate of teenage pregnancy is 66%.

The Partnership is working to help parents become more involved with their children by establishing the Parental Training Resource Assistance Center (Parental TRAC). Parental TRAC serves low income parents from 11 urban communities, and an outreach program will assist rural parents in a 14-county area of southwest Georgia.

The Parental TRAC hopes to accomplish the following goals:

  1. Increase parents' knowledge of and confidence in child-rearing activities by certifying 150 parents as child care workers.

  2. Expand the Home Instruction Program for Preschool Youngsters (HIPPY) from 76 families to 136 families in the first year.

  3. Establish a Parental Assistantship and Mentorship Program to place selected parents in 15 elementary and secondary schools.

  4. Sponsor Parental Leadership Training Workshops for educationally and economically disadvantaged parents who demonstrate substantial leadership potential as parent educators.

  5. Develop a broad-based Statewide and area- wide network of community service agencies that provide services to parents, including the Department of Health and Human Services, regional hospitals, adult education programs, school districts, Head Start Agencies, and business and community leaders.

  6. Create a network with other parent centers for parents of children with learning disabilities.

  7. Establish and maintain a Parental Information Clearinghouse to disseminate information to parents about a broad range of community services, programs and resources available at the local, state and national levels. The Clearinghouse will include computerized databases to connect parents and resource networks.
